THE ARCHITECTS OF U.S. – CHINA RELATIONS :

Dr. Henry Alfred Kissinger is widely recognized as the architect of the U.S.-China Relations.While working as a Security Adviser, he had usurped the powers of the Secretary of State during 1969 to 1973.

 Dr. Henry Alfred Kissinger is widely acknowledged as the architect of U.S. – China relations. He had published an article titled “Avoiding a U.S. – China cold war in The Washington Post, Friday, January 14, 2011. I am totally surprised to find that he makes no mention about Tibet. He does not speak about the ideals and the values cherished by most Americans. The fundamental values that shape American thinking are Liberty, Equality, and Justice. Americans believe in Democracy, Individual Freedoms, and Openness. The Spirit of American Freedom is clearly reflected in the United States Constitution. American people want a government that is transparent and is accountable for its actions. I would call the U.S. – China relation that had commenced in March, 1972 as a historical mistake. I speak on behalf of ‘The Living Tibetan Spirits’. The United States – Tibet relations truly represent the Spirit of American Freedom and Tibet is an integral part the U.S. – China relationship for moral, historical, and strategic reasons.

THE BACK-STABBERS AND THE GRAVE- DIGGERS :             

Chairman Mao Tse-tung is recognized as the architect of the Great Proletarian Cultural Revolution. It will be just to charge him with Crimes against Humanity.

Dr. Kissinger had arrived in the U.S. in 1938 to escape the Nazi persecution of Jews in Germany. President Richard M Nixon appointed him as Assistant for National Security Affairs in December 1968. While working at the National Security Council, Dr. Kissinger gathered most of the reins of U.S. foreign policy into his own hands. He totally controlled the discussion at the National Security Council. He outweighed William P Rogers, the Secretary of State in the formulation of U.S. foreign policy. He negotiated with Heads of State and Prime ministers without the participation of the Secretary of State. Dr. Kissinger had conducted secret talks with foreign powers violating the democratic norms of transparency, and accountability. As the U.S. National Security Adviser, Dr. Kissinger made a secret visit to Peking(Beijing) in 1971 and met with Chairman Mao Tse-tung( Mao Zedong ), and Prime Minister Chou Enlai ( Zhou Enlai ) of the People’s Republic of China. Mao Tse-tung, and Chou Enlai are recognized as the architects of The Great Proletarian Cultural Revolution that began in 1966. Mao Tse-tung, and Chou Enlai are mass murderers who had unleashed a campaign of terror and violence against innocent people. It would be morally and ethically just to charge these individuals for crimes against humanity. The injury caused by this madness of Cultural Revolution was particularly severe in occupied Tibet. Thousands of innocent Tibetans had escaped into exile to save their lives. I am a witness to this Tibetan Pain and Suffering. My consciousness got exposed to the Spirits of young Tibetan men who had laid down their lives with the dreams of evicting the illegal occupier from The Land of Tibet. The brutality of Chinese Communist Rulers was duly recognized by the people of the United States and it paved the way for the U.S. – Tibet relations. While the U.S. – Tibet relations had received the support from the U.S. Congress, it would be illegal, and immoral to destroy the established relationship without the explicit sanction of the U.S. Congress. The U.S. Constitution demands that the U.S. Administration must be fully accountable for all of its actions and the U.S. Congress acts on behalf of the people to demand that public accountability. To that extent, the actions of Dr. Kissinger in 1971 were illegal, and unconstitutional. He had grossly misused his position as an adviser. He had unconstitutionally assumed the powers and trust placed in the office of the Secretary of State. He had abused his office to contact people who deserve to be charged for the crimes of genocide. During 1971-72, Dr. Kissinger developed a rapprochement between the United States and the People’s Republic of China by back-stabbing innocent Tibetans who had established a relationship with the people of the United States. I would describe President Richard M Nixon, and Dr. Henry Alfred Kissinger as the ‘Grave-Diggers’. They had prepared a grave to bury the U.S. – Tibet relations to initiate a relationship with Communist China.

The mockery of the Constitution of the United States of America. Dr. Kissinger was sworn in as Secretary of State on September 22, 1973 and his actions prior to this date are unconstitutional and illegal.
 
Dr. Kissinger met with the Leaders of Communist China on February 17, 1973 while he was the National Security Adviser. He was administered an oath of office and was duly sworn in as the Secretary of State on September 22, 1973. Hence this meeting represents misuse of power and abuse of his office.

THE TIBETAN MAIL DELIVERY SERVICE :

The birthplace of His Holiness Tsangyang Gyatso, the 6th Dalai Lama, TAWANG, Arunachal Pradesh(North East Frontier Agency), India. I had served the Tibetan Community of this region during 1972.

During 1972 I was serving in North East Frontier Agency of India that is now known as Arunachal Pradesh. Being the birthplace of 6th Dalai Lama, this region has several Tibetan people who had moved here from Southern Tibet to live in exile after the illegal occupation of Tibet. Soon after President Richard M Nixon’s visit to Peking in February 1972, I was surprised to receive a ‘package’ sent by the U.S. Government. The ‘package’ was required to be delivered at a remote location in Southern Tibet where there was no established postal or courier mail service. I was providing humanitarian aid and medical services to the Tibetan exile community. Tibetans were upset about the prospects of U.S.-China relations that were getting forged while attempting to bury the U.S.- Tibet relations. However, they were hopeful that the U.S.-Tibet relations would eventually prevail. This ‘package’ sent by the U.S. Government during 1972 after President Nixon’s visit to Peking was one strategic reason to keep the U.S.-Tibet relations alive. The Tibetans as per the U.S. request delivered that ‘package’ at that specified location in Southern Tibet.              

THE FUTURE OF THE U.S. – TIBET RELATIONS :
I am very optimistic about the future of the U.S.-Tibet Relations. In the end the Americans will always do the right things.

Just like Sir. Winston Churchill, I firmly believe that the Americans will do the right thing. I have no doubts about the American Spirit of Freedom. Americans love the democratic way of life. Americans embrace openness. Americans expect transparency and public accountability. Americans defend Human Rights, Human Values, and the ideals of Individual Liberty. Americans have rightly understood the pain and the suffering in the Land of Tibet. The U.S. – Tibet relations will survive the test of times and there is no hope for any long-lasting relations between Democracy and Communism. By its very nature, Democracy is not compatible with Communism.

Avoiding a U.S.-China cold war

The upcoming summit between the American and Chinese presidents is to take place while progress is being made in resolving many of the issues before them, and a positive communique is probable. Yet both leaders also face an opinion among elites in their countries emphasizing conflict rather than cooperation.

Most Chinese I encounter outside of government, and some in government, seem convinced that the United States seeks to contain China and to constrict its rise. American strategic thinkers are calling attention to China’s increasing global economic reach and the growing capability of its military forces.

Care must be taken lest both sides analyze themselves into self-fulfilling prophecies. The nature of globalization and the reach of modern technology oblige the United States and China to interact around the world. A Cold War between them would bring about an international choosing of sides, spreading disputes into internal politics of every region at a time when issues such as nuclear proliferation, the environment, energy and climate require a comprehensive global solution.

Conflict is not inherent in a nation’s rise. The United States in the 20th century is an example of a state achieving eminence without conflict with the then-dominant countries. Nor was the often-cited German-British conflict inevitable. Thoughtless and provocative policies played a role in transforming European diplomacy into a zero-sum game.

Sino-U.S. relations need not take such a turn. On most contemporary issues, the two countries cooperate adequately; what the two countries lack is an overarching concept for their interaction. During the Cold War, a common adversary supplied the bond. Common concepts have not yet emerged from the multiplicity of new tasks facing a globalized world undergoing political, economic and technological upheaval.

That is not a simple matter. For it implies subordinating national aspirations to a vision of a global order.
Neither the United States nor China has experience in such a task. Each assumes its national values to be both unique and of a kind to which other people naturally aspire. Reconciling the two versions of exceptionalism is the deepest challenge of the Sino-American relationship.

America’s exceptionalism finds it natural to condition its conduct toward other societies on their acceptance of American values. Most Chinese see their country’s rise not as a challenge to America but as heralding a return to the normal state of affairs when China was preeminent. In the Chinese view, it is the past 200 years of relative weakness – not China’s current resurgence – that represent an abnormality.

America historically has acted as if it could participate in or withdraw from international affairs at will. In the Chinese perception of itself as the Middle Kingdom, the idea of the sovereign equality of states was unknown. Until the end of the 19th century, China treated foreign countries as various categories of vassals. China never encountered a country of comparable magnitude until European armies imposed an end to its seclusion. A foreign ministry was not established until 1861, and then primarily for dealing with colonialist invaders.

America has found most problems it recognized as soluble. China, in its history of millennia, came to believe that few problems have ultimate solutions. America has a problem-solving approach; China is comfortable managing contradictions without assuming they are resolvable.

American diplomacy pursues specific outcomes with single-minded determination. Chinese negotiators are more likely to view the process as combining political, economic and strategic elements and to seek outcomes via an extended process. American negotiators become restless and impatient with deadlocks; Chinese negotiators consider them the inevitable mechanism of negotiation. American negotiators represent a society that has never suffered national catastrophe – except the Civil War, which is not viewed as an international experience. Chinese negotiators cannot forget the century of humiliation when foreign armies exacted tribute from a prostrate China. Chinese leaders are extremely sensitive to the slightest implication of condescension and are apt to translate American insistence as lack of respect.

North Korea provides a good example of differences in perspective. America is focused on the proliferation of nuclear weapons. China, which in the long run has more to fear from nuclear weapons there than we, in addition emphasizes propinquity. It is concerned about the turmoil that might follow if pressures on nonproliferation lead to the disintegration of the North Korean regime. America seeks a concrete solution to a specific problem. China views any such outcome as a midpoint in a series of interrelated challenges, with no finite end, about the future of Northeast Asia. For real progress, diplomacy with Korea needs a broader base.

Americans frequently appeal to China to prove its sense of “international responsibility” by contributing to the solution of a particular problem. The proposition that China must prove its bona fides is grating to a country that regards itself as adjusting to membership in an international system designed in its absence on the basis of programs it did not participate in developing.

While America pursues pragmatic policies, China tends to view these policies as part of a general design. Indeed, it tends to find a rationale for essentially domestically driven initiatives in terms of an overall strategy to hold China down.

The test of world order is the extent to which the contending can reassure each other. In the American-Chinese relationship, the overriding reality is that neither country will ever be able to dominate the other and that conflict between them would exhaust their societies. Can they find a conceptual framework to express this reality? A concept of a Pacific community could become an organizing principle of the 21st century to avoid the formation of blocs. For this, they need a consultative mechanism that permits the elaboration of common long-term objectives and coordinates the positions of the two countries at international conferences.

The aim should be to create a tradition of respect and cooperation so that the successors of leaders meeting now continue to see it in their interest to build an emerging world order as a joint enterprise.

This ‘package’ was required to be delivered at a remote location in Southern Tibet where there was no mail or courier service. I was living with the Tibetan exile community to provide them humanitarian aid and medical services. In spite of the pain caused by Dr. Kissinger’s actions, the Tibetans remained very hopeful of the U.S. – Tibet relations. Many of the Tibetans in my camp belonged to Southern Tibet and know that remote region very well. As per the U.S. request, the ‘package’ that I had received was delivered by my Tibetan Comrades at the address specified.

 

TIME AND THE CONCEPT OF UNCHANGING REALITY

UNDERSTANDING TIME AND THE CONCEPT OF UNCHANGING REALITY :

Earth’s Rotational Spin provides the experience of Time by causing changes in the environment which Man perceives as Day and Night. This cyclical change of alternating periods of Light and Darkness is synchronized with Man’s Biological Rhythms.

Time is defined as the period or interval between two events or during which something exists, happens or acts; the duration is a measurable interval. Indian thinkers have described ‘Time’ or ‘KAALA’ as a Power or a Force that is eternal suggesting that ‘Time’ existed before the formation of this created universe, Time operates during the existence of this created universe, and Time remains after the total dissolution of this created universe. ‘Things in Nature change with Time’. Does Time exert a force entirely of its own to change things in Nature? If Time is viewed as a Power or Force, who controls this Force and what are the Laws that operate this Force?   

The Subjective Reality of Man’s physical existence is operated by the Biological Clock which may have a plan for Dissolution.

Everything that is born, everything that has come into existence, and everything that is conditioned arrives with its own plan for dissolution. Whosoever had arrived on this planet Earth, is sure to depart. Time operates this plan for dissolution. Time has the power to cause dissolution of the animate as well as the inanimate world and the physical universe. Whatever qualities or attributes such as material wealth, social status, social position, and physical state of well-being that man cherishes and desires most would be dissolved and would be rendered useless by the effects of Time. Humans lack the material, and the biological abilities to transform their physical beings into sources of perpetual enjoyment. Time with its Power of Dissolution would eventually compel us to investigate and to explore the concept of Absolute and Unchanging Reality. This Subjective Reality of Man’s existence on this planet Earth which is a member of the Solar System would be dissolved by the influence of Time. Dissolution of Sun and the Solar System would not result in the dissolution of this universe that we currently know and understand. Even when a man is dissolved, the conditioned reality of this physical universe will continue and remains as before as Earth and Sun do not describe the total reality of this conditioned universe.

THE PERCEPTION OF CHANGE AND HUMAN CONCEPTS ABOUT TIME:

Many of you who learned Physics understand the term Speed and Velocity. A person riding in a train or any other moving object could perceive a change that is caused by the motion. The nature of this perception depends upon the Speed or Velocity of that moving object. If the person jumps out of the train, the change that he has been perceiving immediately stops. There would be no changing landscape. As the speed of train increases, the perception of change also alters and at very high speeds man actually loses the ability of visual perception. The visual image becomes a blur. If a man is viewing a Motion Picture, his visual ability to view the Picture could be destroyed by simply increasing the speed of the Projector. Any given point on the surface of the Earth moves with the Speed of the Earth. Earth is moving at a great speed and man has no ability to perceive this motion or the speed. Man perceives a change in his environment and calls it day and night. We run our lives by numbers on clocks and calendars. The clocks and calendars create the illusion that we live in a world of mathematically measured segments of time. Time is looked upon as a flow like a river. Sir Issac Newton(1687) stated that the flow of Time is absolute; “It flows equably without relation to anything external.” In 1905 while postulating the Theory of Relativity, Albert Einstein had observed that Time is not absolute and the measurement of Time is affected by the motion of the observer. The Relativity of Time becomes significant only at great speeds. Gravity affects both Light and Time. Gravity bends both Space and Light. Time is affected by the gravitational field of each celestial body. Time is unique to any one spot in the universe. If you and I do not exist at the same spot in the universe, our experience of Time remains conditioned by the place or position of that particular spot in the universe. Thus, the experience of Time on this planet is an illusionary experience and is not an absolute experience.

‘KAALA CHAKRA’ OR THE CYCLICAL FLOW OF TIME:   

The Cyclical Flow of Time brings Cyclical Changes at expected Time intervals. Life exists because of the Cyclical Flow of Time.

Herman Minkowski, a mathematician, added Time as the Fourth Dimension of Three Dimensional Space. Time is seen as a Dimension as it gives meaning to events and the order in which they occur. Physicists describe Time and Space as the building blocks of this universe. Biologists see Time in the internal clocks that keep all living entities in sync with Nature. Human existence and the existence of all other living entities depend upon this illusionary experience of Time. Life exists and operates only if Time flows in a cyclical manner just like a wheel that moves, rotates on an axle or axis. Man needs this experience of day and night during his entire life journey. Man needs the changing Seasons with its cyclical regularity. Just imagine the consequences to human existence if Spring Season does not arrive at the Time it is expected. You have correctly pointed out that planet Earth is not at the same location or place in Space as Time flows. Last year, we had experienced the Spring Season while Earth existed at an entirely different location and we look forward to the arrival of a new Spring Season in spite of the Change in the position. In spite of Changes in location or position, in relative terms, the Spring Season is the Unchanging Reality of the Conditioned State of Human Existence. Because of the Conditioned nature of Human Existence, Man always looks forward and hopes that Time would flow in a cyclical manner bringing cyclical changes. Biologists describe Life in terms of Life Cycles. All living functions have a rhythmic or cyclical quality. The exchange of gases during a cycle called Respiration involves the cyclical events of Inspiration and Expiration. The vital functions sustained by Circulation demands cyclical flow of Blood. The Individual and his State or Condition of Individuality remains existing as an Unchanging Reality as long as he experiences the cyclical changes in his bodily functions and in the environment in which he exists. I am that Unchanging Reality, the Reality of my Identity and my Individuality remains unchanged as my physical body experiences cyclical changes in its substance and in the environment where it exists. My phenotype or morphological appearance or outward appearance undergoes a constant change and this change is synchronized with the cyclical change called alternating periods of Day and Night. The Biological Clock precisely measures this Time interval or duration of my existence relative to the illusionary change; in Reality, the Sun is shining with all His brightness at all times with no significant change that I can perceive.

THE GOD CONNECTION:

Face Recognition Technology helps in identification of an Individual. Under the influence of Time, the outward appearance undergoes changes all the time during Life’s Journey and yet the Identity and the Individuality survives the Time’s Power of Dissolution.

My Identity and my Individuality is the Unchanging Reality of my conditioned state of human existence. I had explored the Nature of this Unchanging Identity and Individuality. This Unchanging Reality of Identity and Individuality exists during the Time interval or duration of my God Connection. I know that Time existed before my creation, Time is operating during my existence as a created being, and Time would continue to operate after my physical dissolution. Time with its great power of Dissolution could not change my perception about my Unchanging Identity and Individuality because of my God Connection. It is rational, it is logical, and it is reasonable to reflect upon Absolute and Unchanging Reality as long as I maintain my Identity and Individuality which cannot be changed or altered by the flow of Time.

OPERATION EAGLE 1971 - BHAVANA JAGAT 2010 IN REVIEW - During the year 2010, several people had visited my blog post that narrated the story about the military operation conducted in Chittagong Hill Tracts during 1971.

 During the year 2010, my blog post about Operation Eagle 1971, the military operation in Chittagong Hill Tracts had received the maximum attention of the readers who had visited my Homepage.

SUCCESS WITH HUMILITY  :   

Lord Ganesha, the Remover of Obstacles. A Prayer for Success with Humility. Sri Vakra tunda Mahaa kaaya, Koti Surya samaprabha; Nirvighnam kuru me Deva, Subha karyeshu Sarvadaa.

 Indian tradition directs me to seek success in all kinds of endeavors with a sense of humility. If blog posting is viewed as a mental effort, I commence this effort after seeking the blessings of Lord Ganesh who removes obstacles in the performance of any task. Man has no free-will and I acknowledge that the Supreme-Will operates all actions. Lord Ganesha represents God as the Supreme-Will and the Protector of man’s well-being.    

THE SELF AND THE KNOWING-SELF  :    

A living human being could be divided into two categories; one category is the 'SELF' that represents man as the Physical, Mental, and Social Being. The second category is the 'KNOWING-SELF' which represents man as the Moral and Spiritual Being. Lord Rama lives in my consciousness as the Moral and Spiritual Being. He represents the concept of SATYA or TRUTH, the Ultimate Reality.

The nature of multicellular human organism gives me the understanding that man exists as a physical, mental, social, moral, and spiritual being. I divide the living human being into two categories; one category is the SELF which represents man as the physical, mental, and social being. The second category is the KNOWING-SELF which represents man as the moral, and spiritual being. The subjective reality of man’s physical existence in this world depends upon man’s connection with his energy provider. The connection between man, the energy seeker, and the Energy Controller and the Energy Provider is called God-Connection. The KNOWING-SELF establishes man as a conscious entity, an entity that is aware of its state or condition called living. The conscious Knowing-Self is aware of its energy dependence and seeks the God-Connection for its survival. Man at all stages of his life journey, at all ages of his life, in good health or ill-health, and under all conditions of his existence supports his well-being because of the Power/Force/Energy known as Mercy, Compassion, and Grace which is often described as “KRUPA” in Sanskrit language. Lord Rama represents God as the Eternal Truth or the Ultimate Reality and He sustains human existence in the current stage of its existence, in the former stages of existence, and also in all future stages of existence even when man lacks direct mental awareness of all the stages of his existence. Indian tradition has recommended using the two syllable word of RA MA as a tonic or as a medicine to cure the illness that is the characteristic of the condition or state called ‘SAMSARA’, the cycle of birth, death, and rebirth. Hence, Lord Rama represents God as the Cosmic Power/Energy/Force called Krupa or Compassion.    

ESSENCE AND EXISTENCE  :    

What is Man's Essence? How does Man sustain his Existence? Who you are( your essence ) is defined by what you do( your existence ). Existence precedes Essence. Lord Shiva represents the State, or the Subjective Reality of Existence.

 I will be able to share my thoughts, and explore the thoughts of others only if I maintain the subjective reality of my physical existence. Lord Shiva represents that Cosmic Power/Force/Energy that sustains the Subjective Reality of man’s physical existence.    

IDENTITY AND INDIVIDUALITY   :    

I describe God as a personal God, the Creator who creates each living entity. If a living entity is known by its genotype, the purpose of the genome is to establish the individuality of the phenotype. Identity is just one face of the coin and Individuality is the second face of the same coin. Lord Krishna represents the CREATIVE ENERGY or CREATIVE PRINCIPLE.

 Each living organism exists as an individual. Identity is just one face of the coin, and individuality is the second face of the same coin. I describe creation as the mechanism to generate objects with imagination and inspiration to ensure that the new object is original, distinctive, one of its kind, and unique. When a given object is created, its essence cannot be reproduced in any other manner and its identity and individuality cannot be changed or altered. The function of the genotype is not to transform a given living individual species into a new species. The genotype functions to reveal the identity and to establish the individuality of a given living organism. The genotype functions to serve the purpose of the phenotype. Hence, evolution is not a natural or observable event. Lord Krishna represents God as the Creative Force/Energy/Power. Lord Krishna is the One Universal Principle of Creation and at the same time His Creative Energy is manifested in a multitude of different forms. Lord Krishna may be described as the FATHER Principle who is related to all the living entities.    

SET YOUR MIND FREE – LET SARASVATI FLOW  :    

Goddess Sarasvati represents Pure Knowledge and Perfect Wisdom. God implants this supernatural Knowledge in matter which then becomes conscious and gains the ability to perform all of its living functions.

Goddess Sarasvati represents Pure Knowledge and Perfect Wisdom. She also represents the ancient River Sarasvati and the human ability to write, speak, and communicate thoughts, and ideas. For mental fluidity, and eloquent expression of thoughts in speech or writing, man has to remove all barriers or mental fences that he erects to impede the flow of the River Sarasvati. Man has to set his mind free to know the origin and the source of Knowledge. I have defined Life as “Knowledge in Action.”  

THE DIVINE MOTHER OF LIFE, ENERGY, AND KNOWLEDGE  :  

My mother is the source of my life, energy, and knowledge. Life begins its journey as the single Egg-Cell.

 I have described my mother as the Divine Mother of Life, Energy, and Knowledge. Life is the manifestation of both Father Principle and the Mother Principle.    

THE PERCEPTION OF REALITY   :    

Man has used the waxing and waning phases of the Moon to measure time and to prepare calendars. Man's existence is synchronized with the alternating periods of light and darkness caused by the rotational spin of planet Earth. Each Celestial Object has its characteristic rotational spin and the spin causes problems of Perception or Illusion.

 I describe ‘MAYA’ as a Fundamental Force as it causes or gives an illusionary experience and man has no ability to overcome the problems of perception caused by the rotational spin of planet Earth and of other celestial bodies. Man’s biological existence is synchronized with an illusionary experience of Sunrise and Sunset while the Sun shines with the same brightness at all times. Man looks at the ‘Full Moon’ and fails to perceive the dark-side of the Moon.    

THE STORY ABOUT THE LIVING TIBETAN SPIRITS  :    

His Holiness Dalai Lama was honored by the award of this Congressional Gold Medal. In Tibetan Buddhism, high ranking Lamas like Dalai Lama and Panchen Lama represent reincarnated Souls. What happens to the souls of ordinary Tibetan peasants, nomads and low ranking Tibetans? When they die, do their souls reincarnate? My Consciousness has embraced the scent of Tibetan Spirits, the scent of Tibetan Souls of Tibetan men whose death I have witnessed. These Tibetan Spirits tell me to seek the eviction of the illegal occupier from the Land of Tibet.

 I have witnessed the death of about 35 young Tibetan men and the scent of these Tibetan Spirits lives in my consciousness. These living Tibetan Spirits are seeking the eviction of the illegal occupier from the Land of Tibet. Lord Gautama Buddha has stated that desire is the root cause of sorrow. Since my consciousness got exposed to the desire of these Tibetan people, I have to experience sorrow until the emancipation of the Land of Tibet. Occupation is an unnatural event. Tibetans had always lived as free people. Freedom is their natural right. Indian tradition states that Ahimsa or non-violence is the greatest Dharma or the principle of right conduct. It also further directed Indians to use Violence or Himsa to uphold Righteousness. It is morally imperative to use physical force to kick the illegal occupier out of the Land of Tibet.     

PAIN AND COMPASSION – THE EXPERIENCE OF MADHURYA IN THE CHITTAGONG HILL TRACTS :    

Lord Gautama Buddha has stated that the experience of sorrow or 'DUKHA' is unavoidable. If the experience of pain is inevitable, the experience of Compassion is also inescapable. The experience of Compassion gives us the sensation of Sweetness called 'MADHURYA'.

 If pain is unavoidable, I would invite all to experience the sensation of Sweetness or Madhurya that is imparted when man is uplifted by the Power/Force/Energy called Krupa or Compassion. Lord Gautama Buddha represents God as the uplifting Force/Power/Energy of Compassion when man is ‘checkmated’ and lives without hope, without any escape from his pain and misery.

THE DESIGNER AND THE DESIGN: 

A Designer Universe is described by a Greek word called ‘COSMOS’ which means Beauty and Order.

If an object comes into existence as a new object, and if it is unique, distinctive, and one of its kind, I would describe that object as a created object and it cannot be described as a manufactured object. The distinction between creating an object and manufacturing an object is that of inspiration; the action must be characterized by creative thought or influence. Astronomer John Gribbin in his article about the origin of Universe makes an attempt to discuss “Unknown” “Unknowns”. He considers that God is unknown and incomprehensible. Instead of discussing “Unknown” ‘Unknowns”, we may rather try to understand known “Unknowns.” If the Universe is a “Multiverse” with unknown physical laws operating equally unknown universes, the discussion would be futile. We are not present at the time of the birth of this Universe in which we exist today. The birth and the origin of this Universe is unknown. However, we know the Universe as it exists today and it is partly known and comprehensible. It is reasonable to reflect upon the known aspects of this known Universe. 

PLANET EARTH IS A CREATED OBJECT: 

Different planets have different rates of Rotation. Earth’s Rotational Spin makes it a unique Celestial Body. This Rotational Spin is a characteristic of its Design with purpose, and imagination.
This is the photo image of a new Exoplanet. It is not an Earth like object. This new planet has a different rate of rotation.

There are good and valid reasons to believe that planet Earth is unique, distinctive, and one of its own kind. Man has not discovered any object in this Universe which could be comparable to planet Earth. Man is endowed with Sensory Perception, Mind, Intellect, and Consciousness. The sky that man visualizes while existing on Earth is BLUE in color and the color of the sky beyond planet Earth is BLACK. This Visual Sense Perception demands existence of special organs for Color perception and an appropriate physical medium that can scatter Light rays. Man has organs for Hearing, his environment has the natural ability to propagate Sound Waves, and several of the living entities have special organs to generate Sound. This ability to produce Sound, Propagate Sound Energy, and Perception of Sound is unique to our planet Earth. Unless demonstrated by evidence of Sound Recordings, this Auditory Sense Perception prevails only on planet Earth. Apart from the Soil of this Earth which has a unique fragrance of its own called ‘GEOSMIN’, Man exists in a fragrant world. This Olfactory Sense Perception is a unique experience and could exist only on planet Earth. For this Olfactory Sense function we need the simultaneous operation of physical, chemical, and biotic factors. The Fresh Water that supports Man’s Life has an original, and distinctive pure taste of its own. Man lives tasting unique organic molecules which produce the Gustatory experience. As the saying goes, ‘The Proof of the Pudding is in the Eating’; we need acceptable proof about the existence of such unique organic molecules in the rest of the Universe. Today, planet Earth is the only place where Man can Dine and Wine. Man has the ability to actually experience the Power of Creation. The Tactile Sense Perception gives Man the ability to hold his own Baby in his arms and directly experience the New Product as a Created Object. Man always comes into existence as a new, distinctive, unique, and one of his own kind Object. The unique GENOME with which Man takes his birth and comes to Life has not existed before and would not exist again after his Death. 

Astronaut Edwin Buzz Aldrin, Apollo 11 Mission on Lunar Soil. Man has not yet discovered “BLUE SKY” in the rest of the Universe away from his Planetary Home.

INTELLIGENCE AND CONSCIOUSNESS: 

Intelligence is the ability to acquire and to retain Knowledge. Hence, it may be stated that Intelligence is characterized by the presence of Knowledge. The Laws that operate in the material universe have no intelligence. Nonliving matter has no intelligence. Intelligence can only exist in living entities that have the abilities of Perception, Cognition, Awareness, and Consciousness. Knowledge means the Act of Knowing, the State of Knowing, and the Fact of Knowing a range of information. Man, and other living entities which are endowed with Intelligence can use and exploit the Natural Laws that operate in the material Universe to sustain their own existence. Physical Systems do not need Intelligence in their mechanical operations. I must also add that “Unintelligent Laws” that operate material Nature and Universe cannot give birth to “Intelligent” minds. Intelligence and Knowledge are Biological Functions and they characterize only Living Systems. Both Intelligence and Knowledge are revealed in application of information in a function/action/activity of a living organism. This ability which gives a sense of ‘Awareness’ of the environment in which a living organism exists is called ‘Consciousness’. The Living Organism is a Conscious entity, and it demonstrates its intelligence and knowledge in its living functions. Man uses his intelligence to exploit the Laws of Nature to his advantage. Man harnesses energy from wind, sun, flowing water, and surf. He generates a new form of energy using these resources of energy. He uses intelligence to transform coal energy into fossil fuel, or to generate electrical power. If water flows only in the direction of a natural gradient, man installs a pump and makes the water flow in the opposite direction. Similarly, plants trap light energy and transform radiation energy into chemical energy and create organic molecules. Man oxidizes these organic molecules and converts oxidative energy into chemical energy which he further uses for all of his living functions. A stone could also get heated by Sun and trap some light energy. Stone has no Intelligence or Knowledge and it cannot convert the energy it gained into a different form of energy and use it to build molecules of its own kind. Metals, liquids, and gases do physically expand upon heating and such expansion is not associated with addition of new molecules of their own kind. Only living entities have the “ability” to exploit energy from material nature. The “DESIGNER” who has Mind and Intelligence could be defined as a Living System as Life could be defined as “Knowledge in Action.” 

The Mind and Intellect of the Designer is always imprinted on His Design. Man experiences his Life on planet Earth with the help of a ‘Biological Clock’ which acts as an internal timing mechanism.

The Indian Tradition offers a very simple and reasonable explanation to all this. Bhagavad Gita, Chapter VII( Knowledge of the Absolute ), verses 4 and 5 states that “Earth, water, fire, air, ether, mind, intelligence, and false ego – altogether these eight comprise My separated material energies. ( Material Nature is known as ‘Prakriti’ ). There is a superior energy of Mine; which are all living entities who are struggling with material nature and who sustain the universe.” Further, verse 9 states that, “I am the life of all that lives.” Verse 10 states that, “I am the original seed of all existences.” Verse 8 affirms that, “I am …… ability in man.” If Mind, and Intelligence are viewed as forms of material energy, the embodied Soul has the “ABILITY” to exploit that energy apart from energies of material nature or Prakriti. The Knowledge of the Absolute describes Living entities as manifestations of Lord Krishna’s Superior Energy. Man is related to the Superior Energy and hence the Living Systems and the Absolute share the same characteristics like Knowledge, Intelligence, and Consciousness. The Bhagavad Gita in Chapter X ( The Opulence of the Absolute), verse 22 states that “……… in living beings I am Consciousness.” The Status of Man in Nature and his conditioned Existence on planet Earth describes the Design and testifies about the Mind and Intellect of the Designer, a Creator God. 

The Bhagavad Gita reveals the Mind and Intellect of the Designer. The Design for this Universe and the Plan of Creation are Revealed in Chapter X ( The Opulence of the Absolute ), verse 8 states:”I am the source of everything; from Me the entire Creation flows.”

The Bhagavad Gita, Chapter XVIII (The Perfection of Renunciation) in verses 13 and 14 explains that there are five “causes” in the accomplishment of any action, or any kind of work including that of creation and designing the Universe and the living entities that struggle and sustain this Universe. If there are no living entities, there would be no struggle with material nature, and there would be no purpose for the Universe to exist. The five factors of action are 1. the Place of Action, 2. The Doer, 3. the Senses, 4. the Endeavor, 5. and ultimately the Super Soul (which is often stated as the PRIME CAUSE). The Absolute, or the Super Soul has functioning Sense Organs or a Sensory System, and has Intelligence, Mind, Knowledge, Ability, and Consciousness. Lord Krishna has described Himself as the “Consciousness in all the living entities.” 

There are five factors of action; the place of action, the doer, the senses, the endeavor, and the Supersoul or Prime Cause. This Designer Universe in which the man exists reveals all the five causes that accomplished the Act of Creation.

Are we living in a designer universe?

The argument over whether the universe has a creator, and who that might be, is among the oldest in human history. But amid the raging arguments between believers and skeptics  one possibility has been almost ignored – the idea that the universe around us was created by people very much like ourselves, using devices not too dissimilar to those available to scientists today. 

As with much else in modern physics, the idea involves particle acceleration, the kind of thing that goes on in the Large Hadron Collider in Switzerland. Before the LHC began operating, a few alarmists worried that it might create a black hole which would destroy the world. That was never on the cards: although it is just possible that the device could generate an artificial black hole, it would be too small to swallow an atom, let alone the Earth. 

However, to create a new universe would require a machine only slightly more powerful than the LHC – and there is every chance that our own universe may have been manufactured in this way. 

This is possible for two reasons. First, black holes may – as science fiction aficionados will be well aware – act as gateways to other regions of space and time. Second, because of the curious fact that gravity has negative energy, it takes no energy to make a universe. Despite the colossal amount of energy contained in every atom of matter, it is precisely balanced by the negativity of gravity. 

Black holes, moreover, are relatively easy to make. For any object, there is a critical radius, called the Schwarzschild radius, at which its mass will form a black hole. The Schwarzschild radius for the Sun is about two miles, 1/200,000th of its current width; for the Earth to become a black hole, it would have to be squeezed into a ball with a radius of one centimetre. 

The black holes that could be created in a particle accelerator would be far smaller: tiny masses squeezed into incredibly tiny volumes. But because of gravity’s negative energy, it doesn’t matter how small such holes are: they still have the potential to inflate and expand in their own dimensions (rather than gobbling up our own). Such expansion was precisely what our universe did in the Big Bang, when it suddenly exploded from a tiny clump of matter into a fully-fledged cosmos. 

Alan Guth of the Massachusetts Institute of Technology first proposed the now widely accepted idea of cosmic inflation – that the starting point of the Big Bang was far smaller, and its expansion far more rapid, than had been assumed. He has investigated the technicalities of “the creation of universes in the laboratory”, and concluded that the laws of physics do, in principle, make it possible. 

The big question is whether that has already happened – is our universe a designer universe? By this, I do not mean a God figure, an “intelligent designer” monitoring and shaping all aspects of life. Evolution by natural selection, and all the other processes that produced our planet and the life on it, are sufficient to explain how we got to be the way we are, given the laws of physics that operate in our universe. 

However, there is still scope for an intelligent designer of universes as a whole. Modern physics suggest that our universe is one of many, part of a “multiverse” where different regions of space and time may have different properties (the strength of gravity may be stronger in some and weaker in others). If our universe was made by a technologically advanced civilization in another part of the multiverse, the designer may have been responsible for the Big Bang, but nothing more. 

If such designers make universes by manufacturing black holes – the only way to do it that we are aware of – there are three levels at which they might operate. The first is just to manufacture black holes, without influencing the laws of physics in the new universe. Humanity is nearly at this level, which Gregory Benford’s novel Cosm puts in an entertaining context: an American researcher finds herself, after an explosion in a particle accelerator, with a new universe on her hands, the size of a baseball. 

The second level, for a slightly more advanced civilization  would involve nudging the properties of the baby universes in a certain direction. It might be possible to tweak the black holes in such a way that the force of gravity was a little stronger than in the parent universe, without the designers being able to say exactly how much stronger. 

The third level, for a very advanced civilization  would involve the ability to set precise parameters, thereby designing it in detail. An analogy would be with designer babies – instead of tinkering with DNA to get a perfect child, a scientists might tinker with the laws of physics to get a perfect universe. Crucially, though, it would not be possible in any of these cases – even at the most advanced level – for the designers to interfere with the baby universes once they had formed. From the moment of its own Big Bang, each universe would be on its own. 

This might sound far-fetched, but the startling thing about this theory is how likely it is to happen – and to have happened already. All that is required is that evolution occurs naturally in the multiverse until, in at least one universe, intelligence reaches roughly our level. From that seed point, intelligent designers create enough universes suitable for evolution, which bud off their own universes, that universes like our own (in other words, suitable for intelligent life) proliferate rapidly, with “unintelligent” universes coming to represent a tiny fraction of the whole multiverse. It therefore becomes overwhelmingly likely that any given universe, our own included, would be designed rather than “natural”. 

While the intelligence required to do the job may be (slightly) superior to ours, it is of a kind that is recognizably similar to our own, rather than that of an infinite and incomprehensible God. And the most likely reason for such an intelligence to make universes is the same for doing things like climbing mountains, or studying the nature of subatomic particles – because we can. A civilization that has the technology to make baby universes would surely find the temptation irresistible. And if the intelligences are anything like our own, there would be an overwhelming temptation at the higher levels of universe design to improve upon the results. 

This idea provides the best resolution yet to the puzzle Albert Einstein used to raise, that “the most incomprehensible thing about the Universe is that it is comprehensible”. The universe is comprehensible to the human mind because it was designed, at least to some extent, by intelligent beings with minds similar to our own. 

The great British astronomer Fred Hoyle suggested that the laws of physics were so uniquely conducive to human existence that the universe must be “a put-up job”. I believe he was right: the universe was indeed set up to provide a home for life, even if it evolved through a process of natural selection, with no need for outside interference. It isn’t that man was created in God’s image – rather that our universe was created, more or less, in the image of its designers.

Sonia Gandhi is waiting to hear from you. Over 28,000 people have already signed the open letter to her, asking her to change the Biotechnology Regulatory Authority of India (BRAI) bill.

With the nuclear liability bill out of its way, the Government is desperate to clear the Biotechnology Regulatory Authority of India (BRAI) bill. If cleared in its current form the bill will create an autocratic body to allow genetically modified (GM) food crops in the country.

As the chairperson of National Advisory Council (NAC), Sonia Gandhi can stop this bill. More and more signatures on the open letter will make it difficult for her to ignore this issue.

Earlier we were trying to get changes in the nuclear liability bill. Though the bill disappoints on several grounds, changes demanded by people have been incorporated into the bill, due to the public pressure on the policy makers. The biggest being the re-inclusion of supplier liability in the bill. While they did not incorporate unlimited liability, they have increased the limit on it and allow the Government to further increase compensation depending on the scale of the accident.

Lots of people demanding change in the BRAI bill again, will help make Ms Gandhi and the NAC act fast.

The BRAI will be a single window clearance body for all GM food. If the bill is passed as is then we will not have a chance to stop the introduction of GM crops like we did in the case of Bt brinjal. Bt brinjal will come back along with 56 other food crops whose GM versions are in the pipeline.

The bill will be tabled in the Parliament any time. Sign the letter now to save your food from genetic contamination.

Over 221,000 people have raised their voice for unlimited liability in the nuclear liability bill. The bill is going to be tabled in the Parliament today.The bill in its revised form lets foreign nuclear suppliers off the hook yet again. It completely ignores the changes suggested by the Standing Committee and supported by the people.

The Prime Minister, keen on clearing this faulty bill, is ignoring the voices of his people.

More and more letters to the Prime Minister will make it difficult for him to ignore the voices against this bill. The Government is trying to appease foreign corporations at the cost of it’s people.

Earlier the Standing Committee had made suggested changes which made the supplier liable for any nuclear accident that took place in the country. But the change made by the Cabinet makes the supplier liable only if it is proved that the nuclear accident was done deliberately. This is quite a contradiction and will help the suppliers get away very easily.

The Government is all set to repeat the mistakes of Bhopal with this bill. They have to be stopped. The PM has to follow the will of the people.

CIVIL LIABILITY FOR NUCLEAR DAMAGE BILL 2010 – A HIMALAYAN BLUNDER

INDIA – THE LAND OF KARMA :

The Laws of Karma govern the lives of the People of India. It would be a grave mistake to insult Mother India by dumping Radioactive Nuclear Waste into Her lap.

India is popularly known as ‘Karma Bhumi’, or ‘Karma Kshetra’. The Laws of Karma govern the lives of the people of the Land of India. We, as Indians are destined to experience the taste of the Fruits of our own Actions either during the present stage of existence and in subsequent or future states of existence. When an action damages the Genetic Code contained in DNA, the consequences would be experienced in the lives of our children and their children. If we recklessly pollute the air we breathe, the water we drink, and contaminate the soils that support the lives of living organisms, the consequences would be experienced as long as these toxic chemicals persist in our living environment. Radioactive Chemicals are extremely hazardous to human life and to the lives of plants and animals upon whom human life depends for its own existence. Radiation damages DNA and injures the structures known as Chromosomes which carry vital hereditary information. We need to learn from the lessons of our recent past. Kindly review the Nuclear Damage caused by Nuclear Accidents at Three Mile Island during 1979, and at Chernobyl during 1986.

Nuclear Meltdown at Three Mile Island Nuclear Reactor describes the problems of equipment failure and the hazards of Nuclear Industry. In the United States, 15 Nuclear Plants were forced offline between 2000 and 2001 because of equipment failures attributed to Aging. The Costs of Maintenance and Upkeep of Equipment must be considered apart from Liability for Nuclear Damage. The Nuclear Chain Reaction damages the Nuclear Reactor Vessel.

The Chernobyl Nuclear Disaster of April 23, 1986 should not be erased from Human Memory.

The Hindu Mythological Legend known as 'Samudra Manthan' narrates the importance of taking care of Negative Consequences prior to reaping the Benefits from Positive Consequences of our intended actions. India needs a Savior and Protector like Lord Shiva who could hold the extremely Hazardous Radioactive Nuclear Waste that India wants to generate by importing Nuclear Fuel and Nuclear Technology.

Indian Traditional Wisdom directs us to take into account all the consequences that result from our actions. Indeed, we plan to take action hoping to gain the rewards of the positive consequences from that intended course of action. But, Traditional Wisdom sounds the Bells of Caution. It asks us to take into account all the negative consequences of our intended action, and then it would be very easy to taste the fruits of positive consequences. India’s Epic Poem known as Bhagavata Purana narrates the Story about churning the mythical Milk Ocean to obtain the Nectar of Immortality popularly known as ‘AMRIT’. It was a herculean task. All people forgot their differences and rivalries and had joined hands in their effort to churn the Ocean described as ‘SAMUDRA MANTHAN’. They were shocked and were surprised when deadly, noxious, toxic fumes emerged threatening the existence of all living entities. Fortunately, they could seek protection of Lord Shiva who had mercifully agreed to hold and store this poison in His throat. While speaking about Radioactive Waste, we need to face it with a sense of Reality. We have no Lord Shiva who could step forward and safely store this  extremely hazardous Nuclear Waste for thousands of years. We need to have the ability to deal with this problem of a Toxic Waste which is highly persistent. We cannot afford to bury the High Level Radioactive Waste in the ground and forget about it. The storage of Nuclear Waste is an immense problem and we have not yet resolved the problems involved in storing the Radioactive Waste and monitor it for thousands of years. We need to understand the consequences from Natural Disasters like Floods and Earthquakes which could impact the Nuclear Waste Storage Sites.

SEEK FREEDOM TO LIVE IN A NUCLEAR FREE WORLD :

I am circulating a Petition that is sponsored by Greenpeace India, an Environmental Advocacy Organization. It is simply asking Shri. Manmohan Singh, Prime Minister of India to hold further public consultations on this important issue of Liability for Nuclear Damage. This Bill when enacted into Law would impact the lives of our future generations. We need to defend the Rights of our children, and also the Rights of their children to live in a safe, and healthy environment. We cannot feed them from this Cup of Radioactive Poison that the Nuclear Industry would create by using Nuclear Fuel for Power generation.

India’s Civil Liability for Nuclear Damage Bill – Brahma Chellaney

The government has finally released the text of its controversial nuclear-accident liability Bill. The text not only confirms the concerns expressed earlier over key elements of the proposed law, but also raises additional issues of worry. What stands out in the Civil Liability for Nuclear Damage Bill is the extent to which it goes to aid the business interests of the foreign reactor builders. In the process, the Bill seeks to financially burden the Indian taxpayer and encumber the rights of victims of any potential radioactive release from a foreign-built plant. A special Indian law limiting liability in amount and in time has been sought by Washington for its nuclear-exporting firms, with the largest two, Westinghouse and General Electric (GE), set to win multibillion-dollar contracts to build several commercial nuclear power reactors. To forestall lawsuits filed against American suppliers in US courts by victims of a nuclear catastrophe, Washington has also pressed for exclusive jurisdiction for Indian courts so that there will be no repeat of what happened after the Bhopal gas disaster. The Bill seeks to help out the US firms on these counts, going at times even beyond what American law provides.

Under the Bill, the foreign reactor builder — however culpable it is for a nuclear accident — will be completely immune from any victim-initiated civil suit or criminal proceedings in an Indian court or in a court in its home country. The Bill actually turns the legal liability of a foreign reactor supplier for an accident into mere financial compensation — that too, pegged at a pittance and routed through the Indian state operator of the plant. Foreign suppliers will have no*direct accident-related liability. The foreign builders will bask under legal immunity because the Bill channels all legal liability to the Central Government. Clause 7 states the “Central Government shall be liable for nuclear damage in respect of a nuclear incident” when such liability exceeds the Rs. 500- crore liability limit of the operator or where the accident occurs “in a nuclear installation owned by it [the Indian government].” The Union government will own all foreign-built

reactors. Indeed, the Bill creates a specious distinction between the operator and the government when both are fused in the Indian context. After all, it is the Indian state which will run all foreign-built plants through its operator, the Nuclear Power Corporation of India Limited (NPCIL). Yet, throughout the Bill, the pretence of a US-style separation between the operator and the government is maintained.

Under Clause 6, the maximum liability of the operator and the government combined has been set at “the rupee equivalent of 300 million special drawing rights (SDRs),” or Rs.2,087 crore ($458 million) — 23 times lower than what is provided under the equivalent US law, the controversial Price-Anderson Act (labelled “Half-Price Anderson” by critics). Of this, the total liability of the operator has been limited to Rs.500 crore ($109 million). The Central government will be liable for damages in excess of Rs.500 crore but only up to Rs.2,087 crore. In actual fact, all liability falls on the Indian taxpayer, whether it is the operator’s slice or the Central government’s portion. The state operator, the NPCIL, through a construction contract, can make the foreign builder legally responsible to pay compensation for an accident. But the amount payable by a foreign builder can only be up to the state operator’s own liability ceiling, which is a trifling Rs.500 crore ($109 million).

So, even if the accident were triggered by wilful negligence on the part of the foreign supplier and the consequences were catastrophic, all claims would have to be filed against the Indian state — with the NPCIL required to disburse the first Rs. 500 crore and the Central government the second portion up to Rs. 2,087 crore. The NPCIL could, in turn, try to recover its Rs. 500 crore from the foreign supplier. But for the Indian taxpayer, this is a lose-lose proposition.
That raises a fundamental question: What will it do to nuclear safety to grant foreign suppliers legal immunity upfront and to shift the liability to the Indian taxpayer? Another key issue relates to the rights of victims. The Bill ensures that victims of a disaster involving a foreign-built reactor will not be able to sue the builder in its home country. Worse still, the Bill blocks the victims from suing the foreign supplier even in Indian courts.

Only the “operator shall have a right of recourse,” according to Clause 17. The state operator can sue the foreign supplier where “such right is expressly provided for in a contract in writing” and “the nuclear incident has resulted from the wilful act or gross negligence on the part of the supplier of the material, equipment or services, or of his employee.” But such a right of recourse can only be to meet the operator’s own small liability of Rs. 500 crore. In fact, the Bill seriously shackles Indian courts. All nuclear-damage claims will be dealt with by a Claims Commissioner or a Nuclear Damage Claims Commission, and any award made “shall be final” and cannot be appealed in any court. “No civil court shall have jurisdiction to entertain any suit or proceedings in respect of any matter which the Claims Commissioner or the Commission, as the case may be, is empowered to adjudicate under this Act and no injunction shall be granted by any court or other authority in respect of any action taken or to be taken in pursuance of any power conferred by or under this Act,” according to Clause 35.

By contrast, the Price-Anderson Act permits economic (but not legal) channelling of liability, thereby allowing lawsuits and criminal proceedings against the reactor builder or any other party in US courts. That is a key reason why the US has not joined the Vienna or Paris convention — the two main international liability instruments. But the US has become party to another convention it helped draft under the auspices of the IAEA — the Convention on Supplementary Compensation (CSC), which is still not in force. The CSC, as the name suggests, is about compensation through an international fund, to be paid “supplementary” to the liability limit. The Bill also limits liability in time, with Clause 18 stating: “The right to claim compensation for any nuclear damage caused by a nuclear incident shall extinguish if such claim is not made within a period of 10 years from the date of incident…” That provision was retained despite the Environment Ministry’s note of caution — revealed by this newspaper — that the 10-year time limit was untenable because damage to human health from a serious radioactive release “involves changes in DNAs, resulting in mutagenic and teratogenic changes, which take a long time to manifest.”

And although the Finance Ministry, in its comments on the Bill, had warned the proposed law would “expose the government to substantial liabilities for the failings of the private sector,” the Bill essentially seeks to give foreign reactor builders a free ride at the Indian taxpayer’s expense. The Indian Bill, in effect, amounts to a huge hidden subsidy by protecting foreign reactor builders from the weight of the financial consequences of accidents. If the Bill is passed, the costs of doing business in India for foreign suppliers will be low but the assured profits will be high. To cover the maximum potential compensation payable for an accident, a foreign builder will need to take insurance for a mere Rs. 500 crore. What is more, the foreign builders are being freed from the task of producing electricity at marketable rates. The NPCIL will run the foreign-built reactors, with the state subsidising the high-priced electricity generated.

India is under no international obligation to pass such a law. In fact, efforts to create common international standards on liability and compensation since the Chernobyl disaster have made exceedingly slow progress. Yet the Bill’s accompanying “Statement of Objects and Reasons” creates the deceptive impression that the proposed law aims to bring India in line internationally. If anything, the Bill seeks to set a wrong international precedent by its mollycoddling of foreign suppliers. To be sure, technological improvements in reactor-safety systems have significantly lowered the risks of a major nuclear accident. Yet nuclear technology remains intrinsically dangerous, and a single catastrophe anywhere in the world will impose colossal, long-term costs and have a chilling effect on the global appeal of nuclear power. Given the nuclear safety and security issues that have been highlighted by recent incidents in India, accident liability is a matter demanding serious consideration. The government must answer the central question: In seeking to invite US reactor builders, should a poor country rush to pass a special law that skews the business terms in their favour, gratuitously burdens the Indian taxpayer and ignores the lessons of the Bhopal gas disaster.

How to describe the Problem of Tibet?

 

THE LAND OF TIBET – “THE ROOF OF THE WORLD”  :  

In size Tibet is as large as three States of Texas combined. It is surrounded by four of the world's ten highest mountains. It is home to about six million Tibetan people.Communist China's military occupation has changed the population composition of this Land.

 

All the major rivers of Asia have their origin in Tibet.

 

Bos grunniens, a long-haired, stocky, wild ox of Tibet is often domesticated as a beast of burden, for its milk, meat, and its butter which is used to light the butter lamps in Gompas, Tibetan Places of Worship.

 

Tibet is the highest plateau in the world and it came into existence when the landmass of India had joined the Asian landmass. All the major rivers of Asia have their origin in Tibet. These rivers support the lives of about 2 billion human beings. The ecology of Tibet is critical in view of global warming and scarcity of water. It has been recorded and found that the rate of warming is faster in Tibet. The mountains are experiencing less snowfall, and the glaciers that feed the rivers are melting and fading away. The extraction of mineral resources, the exploitation of natural resources like forests, and hunting of unique, native animals, the construction of dams and barriers across rivers flowing in Tibet pose dangers to fragile Tibetan ecology. The problem of Tibet is not merely an environmental issue.  

WHAT IS THE PROBLEM OF TIBET ?  

United States Congress honored His Holiness Dalai Lama with a Gold Medal during a ceremony in Washington,DC in 2007. President George W Bush, US Speaker of the House Nancy Pelosi, and US Senator Robert C Byrd are seen in the photo. Senator Byrd, the longest-serving member of the US Congress has died at the age of 92 after almost six decades in office. America has lost a voice of Principle and Reason. It is a time for us to reflect upon the Problem of Tibet.

 

Historically, Tibet has existed in a serene and unperturbed state for several centuries. Tibetan people are naturally born free and maintained their traditional sense of Freedom in spite of invasions by foreign forces. In October 1950, Communist China’s People’s Liberation Army invaded Tibetan soil and had occupied it. This military occupation of Tibet poses a direct threat to Tibetan way of life; a direct threat to Tibetan Culture, Tibetan Religion, Tibetan Language, and the ethnic composition of the people of this Land. The problem of Tibet is not simply a concern about Human Rights and Religious Freedom. The Problem of Tibet involves Human Freedom and Human Dignity. Military occupation of Tibet is the very opposite of Human Freedom and Human Dignity.  

THE RESOLUTION OF THE PROBLEM OF TIBET :  

The Flag of Tibet symbolizes the Resolution of the Problem of Tibet. Tibetans have the natural Right to Human Freedom and to live in Dignity.

 

I am not a “SEPARATIST.” I am not seeking SEPARATION of Tibet from China. Tibet is not and has never been a part of China. SEPARATION is not the issue. Tibet is seeking its own existence and its own identity. Tibet is not asking for a new identity or creation of a new state from Chinese territory. Tibet is not demanding a surgical operation to carve out a new nation from an existing nation known as People’s Republic of China. The Problem of Tibet simply relates to the military occupation of the Land of Tibet by China. This Problem could be resolved by the Eviction of the Occupier. It is just to demand such eviction of an illegal occupier. Military occupation is the cause of this Problem of Tibet and eviction of this military force is the resolution that I would want in Tibet.

The opportunity to serve in the Indian Armed Forces works like a powerful magnet. It draws into its folds the youth of the country from a multitude of villages that dot our landscape. My service in uniform gave me a wonderful opportunity to personally know and get acquainted with a broad spectrum of the Indian population. The Indian Identity that I describe is the product of such direct and first-hand experience of the people of my land.

After a brief and exciting period of basic military training in the historical city of Lucknow, in the State of Uttar Pradesh, my tour of duty took me to the city of Ambala Cantonment in the State of Haryana.

The name Ambala is very dear to my heart. Traditionally, Indians do not desire to fight evil and dark forces. They would rather prefer to rely upon the names of the mighty Lords that they worship. It is Shiva, Vishnu, Rama and Krishna who would fight the battle on their behalf and Indians could simply sit back and relax and watch the demons getting vanquished.

But when a physical fight becomes inevitable and when pushed to confront an enemy and to take up the challenge personally, Indians derive their strength and they get infused with courage by remembering with adoration the name of BHAVANI, also known as DURGA, AMBA, KALI or simply referred to as MATA (MOTHER). That name is used as the battle cry. That name is the armor of divine protection they prefer to use on the front lines of war fields. When the confrontation is real, nothing works better than the sweet name of AMBA. Hence Ambala has represented to me the willingness and the determination of Indians to fight the battle against the enemy. On my second tour of duty in Ambala, I could proudly wear the emblem of Black Elephant on my left arm. Black Elephant is an elite fighting force and the military station of Ambala is it’s home.

I arrived in Ambala during 1970 and reported to the Military Hospital on my very first posting. My first assignment in the Hospital was that of an internship in the Surgical Division. The Senior Surgical Specialist at that time was Major Mohan Pal Dhir. The advice he gave me was that I should get acquainted with the patients and should try to know them as if they were my personal friends.

I was given the charge of two Surgical Wards, III and IV. My first priority was not learning the principles of surgery and the technique of surgical procedures. As an Officer-in-Charge of the Surgical Ward, my first duty was to learn and remember the rank, name and regimental affiliation of each patient. It sounded pretty easy but in practical terms, it was really difficult. The working hours were totally consumed with processing the medical information and preparing patients for surgical evaluation and procedures. My office staff would meticulously document all the personal information and there was no time to read that again. The patient interrogation is primarily intended to obtain the relevant medical information about their physical ailments and documenting the medical case history. It was easy to remember medical information rather than their personal details.

Since I  grew up in India, I  accepted the advice of my senior with earnestness. The only way I could find time to know personally all the men in my Wards was by returning to the Hospital and spend my evening hours conducting personal interviews with each one of them. We had a variety of sports and recreational facilities and a very lovely Officers’ Club right in front of our Hospital. But I had to ignore such perks of my Service. Thus my journey in uniform included a commitment to know the men at a personal level.

A SIMPLE EXPERIMENT TO KNOW THE HEART:

Soon after I assumed the charge of the Surgical Wards, during one of my evening visits, my office staff reported that one of the patients lost his expensive wristwatch. While taking a shower, the patient removed the watch and forgot to recover it. Within a short time, the watch disappeared. It was apparent that the watch got stolen by some other patient. I could have simply notified the Military Police and asked them to investigate the incident. Or, I could have used my authority and could have ordered confining all patients to their beds and directed the staff to conduct a thorough search of their personal belongings.

But, I lack the temperament of a law enforcement official. I depend upon my ability to observe things and derive answers from such observations.

What I observed was the fact that in India, people share a common concern about truth. Truth or reality cannot be concealed. Whatever a person may do, in the person’s heart, the truth is always known. When you listen to the person’s heart, the truth is revealed.

I announced to my staff that I would like to listen to the heartbeat of each of my patient and ascertain the truth for myself. They assembled and lined up all patients in front of my office and they marched in one after the other. I conducted this little experiment in absolute silence. No questions were asked. I carefully listened to their heartbeats. After having done so, I  demanded that the watch be returned to the place from where it was picked up and if not, the truth would only bring humiliation to the culprit.

The purpose of the experiment was not to directly identify the culprit but it intended to give him a chance to search his own heart and reveal the truth. Next day, when I came to work, my staff cheerfully reported that the watch reappeared in the bathroom and was returned to the owner.

INDIA-THE LAND OF SATYA AND DHARMA:

Defining Indian Identity – Listen to the Heart. The Land of India or Bharat Varsha is traditionally identified as ‘KARMA KSHETRA’ or ‘KARMA BHUMI’.Human Existence is operated by the ‘Law of Karma’.

India is the land where people’s psyche has a deeply embedded concern about SATYA (TRUTH). It is a fundamental belief of all of its people. They believe that TRUTH is GOD and they would define that GOD is TRUTH. The powerful effects of TIME would dissolve and destroy all things that are unreal and in the end, only TRUTH will remain and TRUTH would prevail.

Defining Indian Identity – Listen to the heart.

The Indian National Emblem describes the Motto of the Nation as, SATYA MEVA JAYATE (TRUTH alone triumphs). Indians cherish the value of Truth and would prefer to merge into that unchanging, ETERNAL REALITY. Nothing else would save them from certain destruction. DHARMA or Right Conduct in its simplest context would mean to Indians that they should fulfill the promise they had given. They are afraid of the consequences of a false utterance.

The Story of RAMAYANA touches the hearts of Indians. It is no surprise that RAMA is their beloved Hero. He represents the values that Indians cherish to possess. The nobility of Rama lies in the fact that He had chosen to obey His father with a sincere desire that the father should fulfill the promise he had given to his wife and help him to uphold the enduring principle of adherence to Truth.

SPIRITUALITY SCIENCE – ESSENCE AND EXISTENCE – CHIDAMBARA RAHASYAM: LORD GOD IS JUST ONE AND THE SAME AND YET MAN KNOWS HIM BY DIFFERENT NAMES. IN INDIAN TRADITION, THE NAME RAMA IS THE PERSONIFICATION OF THE ABSOLUTE TRUTH OR THE ULTIMATE REALITY. LORD RAMA IS THE SOURCE OF KRUPA OR COMPASSION FOR HE HAD THE EXPERIENCE OF A LIFE JOURNEY IN HIS PHYSICAL MANIFESTATION AS A HUMAN BEING.

It is no surprise that Rama is a beloved Hero. He upheld the values that most Indians value and cherish.

Indians carry their identity in their hearts. The identity is simply revealed by listening to their hearts. When you listen, you would know that all of them share a concern that TRUTH alone would prevail at the end of the day.

As a member of the medical profession, I can observe a man in good health, in sickness and disease, and eventually in his death and dissolution. I also observe man’s reaction to his own condition and state of existence. I observe the physical, mental, and psychological aspects of the man’s condition.

My experiment which involved listening to the heartbeats of my patients in the Surgical Ward was not intended as a ‘Lie Detector Test’. A typical Lie Detector Test describes a ‘Polygraph’ used on persons suspected of lying; it records certain bodily changes which are assumed to occur when the subject lies in answering questions. The objective of my experiment was not that of finding any bodily response or change in a heartbeat in response to any question. I was not trying to discover a lying person. The person who had stolen the watch knows the truth, the fact that he had stolen. Through my experiment, I tried to evoke a reaction from that person. That subject emotionally reacted to my experiment in the manner that I expected. He admitted the truth by simply returning the watch. I did not question him directly or indirectly if he had taken the watch. I did not find the lying person, but I have proved that the man does have an actual psychological concern about truth.  

Medicine cannot stop death and Truth cannot be delivered as a prescription.

I observed some of the funeral processions in India. People either chant “Ram Naam Satya Hai” ( The name Rama is eternal Truth ), or the “Hare Rama Mantra.”

The man whose physical body experiences death and dissolution could not be true. If the man is mortal, the Indian mind seeks comfort from an idea that is not subject to mortality.

Lord Gautama Buddha states that the experience of sorrow or ‘DUKHA’ is unavoidable. If the experience of pain is inevitable, the experience of Compassion is also inescapable. The experience of Compassion gives us the sensation of Sweetness called ‘MADHURYA’.

Lord Gautama Buddha claims that pain, suffering, and the experience of sorrow (‘Dukha’) is implicit in Human Existence. There is no escape from sorrow. Fortunately, there is hope. When a man recognizes pain or sorrow in the lives of others, it spontaneously arouses the feelings of compassion, which is described in the Sanskrit language as  Karuna, or Krupa. If pain is a part of human existence, compassion is an instinctive response generated by human nature. The problem is, man unfailingly recognizes his own pain and sorrow and pays no attention to the pain and sorrow that is being experienced by others. When I recognize my pain or feelings of sorrow, I may generate a feeling of self-pity and not that of compassion. Compassion acts like a physical force, power, or energy. It has the ability to uplift man from pain and his experience of sorrow. However, self-pity has no such uplifting power. As a human, I can only use compassion to serve others and not for promoting my escape from pain or mental misery. People who do not recognize this Divine Force of Mercy, Grace, and Compassion often live in a state of self-pity. The instinct of compassion comes into play when man reacts to pain that he witnesses and responds to it. I can only use this force of compassion to serve others and not for securing my own well-being.

I define Philosophy of Medicine as a systematic study of physical, mental, social, and spiritual aspects of man’s well-being in relation to health and disease using reflective methods characteristic of Philosophy.

This is a systematic study of man as a physical, social, moral, and spiritual being. I am concerned with the status of man in the universe, in his natural environment, in his community, and as an ‘Individual’. Man has come into existence as an individual and he exists as an individual according to the Law of Individuality. Man’s existence is defended by his Immune System that deploys unique molecules (polymers) that display Molecular Individualism.

Unlike Gautama Buddha, I would explore the problem of human suffering from my definitions of health and disease. If desire is a causative agent of pain and suffering, I would explore that connection.

My philosophical insights would help to make inferences about the purpose and meaning of human life. Philosophy of Medicine is not a ‘Mantra’ or a Magical Word. I am not superhuman. I do not promise miracles.

Since the human body is constituted by building blocks called Cells, the understanding of Life demands the use of microscope. Philosophy of Medicine while exploring the nature of human existence provides the understanding of the vital connections that establish, maintain, and sustain human existence. Such understanding provides a sensory experience called ‘Madhurya’, a sensation of Sweetness which enables man to function better and overcome obstacles.

I maintain that Philosophy of Medicine provides a bodily experience called ‘Ananda’, a sense of perfect happiness, pure joy, bliss, and contentment. The goal is not Enlightenment or Nirvana. The purpose is that of improving the quality of life and gain the experience of a whole life.   

What do I get if I respond with compassion?

Any act of compassion, or an act of kindness gives the performer an experience of Joy or Sweetness. It is a physical, and a mental experience. It is a whole body experience. A person who responds to an instinctive impulse generated by the force of compassion accomplishes his task of serving another person without the experience of physical or mental fatigue. The burden of providing assistance becomes light and the task itself provides a sensation of Joy or Sweetness as it is being performed or accomplished. The mind, and body collectively share this experience.

Prayer to acknowledge Compassion:

THE LORD OF SPRING SEASON – LORD MADHAVA WITH GODDESS MADHAVI: In the Divine Song called Bhagavad Gita, Chapter X, ‘The Infinite Glories of the Ultimate Truth’-‘VIBHUTI VISTARA YOGA’ that describes the LORD God Creator’s Infinite Divine Attributes, in verse # 35, Lord Krishna describes Himself as The Lord of Spring Season – The Flowery Season: “Rtunam Kusumakarah.”

Prayer is an acknowledgment of God’s Power/Force/Energy of Compassion, Grace, and Mercy. There is no human existence in the absence of this Energy. All living organisms and entities lead an energy-dependent existence. We exist as energy seekers and we exist because of an Energy Provider. In  good health or sickness, and at any stage of human existence, from conception until death, man is energy-dependent and he has no other choice apart from this Divine Providence. The following is a hymn in Sanskrit language that acknowledges the immense power of compassion:

The person described as mute (Muukam), and Disabled (Panghum) in this prayer is not me. It is the other human being whom I recognize as mute, or handicapped. I can recognize the pain, the condition, or the physical state of this person even while he is speechless. I am empowered to gain information as if the mute person is able to communicate fluently the information about his condition. In practical terms, the mute person is transformed into a person who can speak effortlessly (Vaachalam). Similarly, the handicapped person who cannot walk or climb, overcomes all obstacles and will be able to cross over the hills (Girim). The man afflicted by disability need not walk. I am empowered by compassion and I would lift him and move him over the obstacles in his path. This prayer motivates me to use the uplifting force of compassion. While I am not physically strong or powerful, the energy of compassion lightens my physical burden and makes the task easier for me to complete without over stretching myself. The Divine Providence is identified as ‘Paramananda Madhava’. Ananda means Joy or Happiness. Paramananda means Great Joy or Perfect Bliss. The Lord gets the name of Madhava as the personification of His Energy of Compassion is described as Madhavi. Madhavi is a word derived from ‘Madhu’ which means honey, nectar, or sweetness. The Lord is always accompanied by His Energy, His Consort Madhavi. When Lord Madhava applies this Force called Madhavi, the experience would impart a sensation called ‘Madhurya’ or Sweetness in the person who is the beneficiary and also in the benefactor who is acting on behalf of the Lord in response to the instinct called compassion.

During Indo-Pak War of 1971, in the conduct of military operations in Chittagong Hill Tracts, we had experienced a sense of Joy called Madhurya. Myself, and a team of about 65 soldiers had medically evacuated our battle wounded soldiers carrying them in improvised stretchers. We had covered a total distance of over eighty miles in less than 24 hours which included a night halt. None of us had experienced sore feet, leg cramps, muscle fatigue, or mental anxiety or irritation. The patients also remained in a stable condition in spite of blood loss, and painful injuries.

Pain tolerance and Pain resistance:

The Art of Battlefield Medicine demands adequate Pain management. Pain aggravates circulatory collapse/SHOCK caused by blood loss. Transportation of critically injured battle wounded persons also aggravates the pain sensation. By providing care and comfort, by treating wounded persons with kindness, and compassion, I had recognized that I could manage their pain with minimal use of narcotics or other medications used in pain relief. Compassion exerts a positive influence and alters the perception of the pain sensation. Under the influence of compassion, man learns pain tolerance.

People have various degrees of pain tolerance. I have practically experienced that by providing care, and comfort, by treating people with kindness and compassion, I can increase their physical capacity to tolerate pain. The beneficiary, and the benefactor who serves with compassion, both equally experience a sense of Joy and tend to become Pain Tolerant and Pain Resistant. Compassion has a quality and it gives the man a capacity to tolerate and resist  a far greater amount of physical, mental, and emotional pain as compared to an individual who has not experienced the force of compassion.

Advantages of Pain tolerance and Pain resistance:

King of Pop, Michael Jackson died unfortunately as a consequence of an inappropriate use of a pain killer. His pain was not managed in a manner that could have avoided this tragedy.

The person who is Pain Resistant or Pain Tolerant would not need high doses of pain killers. Such Pain Tolerant persons would not use drugs to alter mood or to elevate mood. The Pain Resistant person would not use recreational drugs like alcohol, tobacco, or other chemical substances. He is not prone to the problems of Drug Addiction or Drug Abuse and Drug Dependence. He would not need drugs to relieve Anxiety, or Depression as he is not likely to be susceptible to states of mental anxiety or mental depression. He would not routinely use drugs for pain relief as the body has made psychological adjustments for its level of pain perception . We need to know people who depend upon drugs to live their lives. If Michael Jackson is alive, he would tell us about his drug-dependent human existence. There are millions of such human beings who live using drugs and they would be only experiencing self-pity. If we recognize the Force of Divine Providence called Compassion, we could help people and help them to live a life without drugs.

The difference between Self-Gratification and Compassionate Service:

Self-gratification would provide a man with an experience of sensual pleasure. It is a pleasing and enjoyable experience while it lasts. The problem is that of addiction. The mind, and body would demand more and more of such sensual pleasure experience. Without further self-gratification, man becomes miserable. The experience of Joy or Sweetness associated with Compassion is not addictive. It would not lead to compulsive behavior and would not contribute to Behavioral Disorders. We need to address this issue of pain and its experience. Our aim should not be that of providing maximal pain relief using drugs. We need to serve people experiencing pain using the force of compassion and transform their lives and make them pain tolerant and pain resistant while enjoying the sense of Pure Joy and Sweetness inherent in service with Kindness and Compassion.
